National Congress of Chile
Chile’s working parliament sits in a purpose-built 1990 complex on Avenida Pedro Montt in El Almendral, Valparaíso. It is a major civic landmark on the flat part of the city, beside Plaza O’Higgins and close to the bus terminal.
What this is
The National Congress of Chile is the seat of the country’s legislature: the Senate and the Chamber of Deputies. It occupies a large, purpose-built complex in El Almendral, rather than the steep historic hills and port district usually associated with Valparaíso.
The location is deliberate. A 1987 law established Valparaíso as the city where Congress has its seat and holds its sessions. Parliamentary activity resumed here on 11 March 1990, at the return to democracy after more than 17 years without a functioning Congress.
Reading the building
The building is a forceful late-20th-century civic composition of concrete, broad plazas and tall office blocks. It was designed by Juan Cárdenas, José Covacevic and Raúl Farrú, whose proposal won a national architecture competition in 1988.
Its plan is organised around two crossing axes:
- Avenida Pedro Montt: the main approach leads to the Salón del Congreso Pleno, used for joint sessions.
- Rawson side: the Senate chamber occupies this side of the complex.
- Avenida Argentina side: the Chamber of Deputies occupies the opposite side.
- Victoria Street: the National Congress Library sits behind the plenary hall, with its public-facing access on this side.
Look for the building as an urban object rather than a heritage-era façade. Its scale, hard geometry and setting at the foot of the hills make a sharp contrast with the older fabric west of Plaza O’Higgins.
Art and exterior details
The complex includes commissioned artworks that reward a slow circuit around its edges. On Avenida Argentina’s central strip stands Mario Irarrázaval’s Solidaridad. At the Senate entrance is Roberto Polhammer’s Participación, while Marta Colvin’s Torres de silencio is in the Chamber of Deputies gardens.
The main building also incorporates major crafted doors and interior works. These are best seen on a guided visit; the exterior, plazas and Avenida Argentina median are the reliable public viewing areas.
Visits and access
Free guided visits cover principal spaces, artworks, the building’s history and the Senate’s role. They take about 60 minutes and require a reservation. In Valparaíso, visits can be scheduled Tuesday to Thursday; they do not run on weekends, public holidays or during February. Groups are limited to 50 people.
This is an active government building, not a walk-in museum. Security and parliamentary business can affect access, so use a guided visit for entry rather than expecting to enter independently.
Getting oriented
Find the complex on Avenida Pedro Montt in El Almendral, immediately east of Plaza O’Higgins. The long avenues and level streets here are markedly different from the hill routes of central Valparaíso. Treat it as a separate civic stop: it lies outside the city’s UNESCO-listed historic core.
