Kongresni trg (Congress Square)
Kongresni trg is Ljubljana’s central civic square, built for the 1821 Congress of the Holy Alliance and centred on the tree-lined Zvezda Park. It is a key stop on Jože Plečnik’s urban axis through the city centre.
Read the square
Kongresni trg is a broad public square at the edge of Ljubljana’s old centre. Its name dates from 1821, when the site was extensively reshaped for the Congress of the Holy Alliance. The former Provincial Palace on the south side—now the University of Ljubljana’s main building—hosted the congress.
The square is more than a ceremonial setting. Major Slovenian political gatherings took place here, including the 1918 proclamation of the State of Slovenes, Croats and Serbs and demonstrations during the democratic movement of the late 1980s.
Zvezda Park and Plečnik’s design
The centre is occupied by Zvezda Park—Star Park—named for its radiating path pattern. Jože Plečnik reworked the square and park in the interwar period, shaping the paving, planting and spatial links that make this a deliberate endpoint to the Green Promenade along Vegova Street.
Look for the contrast between the open paved apron and the park’s orderly tree canopy. The square and Zvezda Park form part of the UNESCO-listed works of Plečnik in Ljubljana.
What to find
Walk the park paths rather than treating the square as a shortcut. Its small landmarks reveal several layers of Ljubljana’s history:
- Emona patrician: a gilded replica marks the discovery site of a Roman funerary statue; the original is in the National Museum of Slovenia.
- Music pavilion: a compact 19th-century bandstand at the park’s eastern end.
- Anchor monument: installed in 1954, commemorating Slovenia’s connection to the coast.
- Holy Trinity Column: a replica stands opposite the Ursuline Church; the original is kept by the City Museum of Ljubljana.
At the edges, identify the early-Baroque Ursuline Church of the Holy Trinity, the Slovenian Philharmonic Hall, the University building and the neoclassical Kazina building.
Approach and onward route
The square is in the pedestrian-friendly centre. Reach it on foot from the Ljubljanica river and the Triple Bridge, or follow Vegova Street north from the National and University Library. Gerber Staircase and Gledališka Stolba connect it back toward the river.
For a Plečnik-focused walk, arrive via Vegova, cross the square through Zvezda Park, then continue north-west toward Tivoli Park. This makes the design logic legible: a sequence of streets, park paths and public spaces rather than isolated monuments.
Practical use
Kongresni trg is an open public square with no admission charge or set visiting hours. Daylight is best for reading the architecture and park layout. The square is also used for public events; when installations are in place, use the surrounding paths to keep the route through the centre moving.
