Zaisan Memorial Hill

Zaisan Memorial Hill is a Soviet-era war memorial and viewpoint in the Zaisan neighbourhood of southern Ulaanbaatar. Its hilltop mosaic and long stairway frame a clear read of the city, the Tuul valley and Bogd Khan Uul.

What this memorial is

Zaisan Memorial stands on a hill in Khan-Uul, south of central Ulaanbaatar. It commemorates Mongolian and Soviet soldiers associated with the Second World War and the military relationship between the two countries. The present monument was unveiled in 1971, and the site reopened after restoration in January 2025.

This is both a memorial and an orientation point. From the summit, Ulaanbaatar spreads north across the valley; Bogd Khan Uul rises immediately to the south. Treat it as a place of remembrance rather than simply a photo stop.

The monument and mosaic

The summit structure is a circular concrete memorial. Walk inside the ring to see its key work: a continuous ceramic mosaic of Soviet-Mongolian history in a distinctly socialist-realist style.

Look for scenes covering:

  • Soviet support for Mongolia’s 1921 revolution and independence
  • The 1939 Battle of Khalkhin Gol
  • Victory over Nazi Germany in 1945
  • Soviet spaceflight, including Soyuz 39 and Mongolian cosmonaut Jügderdemidiin Gürragchaa

The combination of military imagery, revolutionary history and space-age achievement makes the mosaic more than decoration: it is the monument’s historical argument. A Red Army soldier carrying a victory banner and Soviet and Mongolian symbols complete the hilltop ensemble.

The climb and the view

A staircase of about 612 steps runs from the lower approach to the summit. It is a sustained uphill walk, not a casual promenade. A road reaches partway up the hill, reducing the final ascent to roughly 300 steps from the upper parking area.

Take the climb steadily and use the intermediate views. At the top, face north for the cityscape and Tuul River valley; turn south for the immediate slope of Bogd Khan Uul. Clear daylight gives the best sense of Ulaanbaatar’s basin geography. The exposed steps and summit can be windy; in winter, icy surfaces make the ascent considerably more demanding.

Getting there and visiting well

The memorial is in Zaisan, on Ulaanbaatar’s southern side. A taxi or ride-hailing car to the hill approach is the direct option; ask for Zaisan Monument or Zaisan Tolgoi. Allow about an hour for the ascent, mosaic and views, longer if starting at the base.

At the foot of the hill, a T-34 tank memorial marks the contribution of the Mongolian-funded “Revolutionary Mongolia” tank brigade. It is part of the wider commemorative site, but the circular hilltop monument remains the essential stop.

Keep voices and behaviour measured around the memorial, particularly when ceremonies or wreath-laying are taking place.
