Diyawanna Oya
Diyawanna Oya, also called Parliament Lake, is the urban wetland and lake system around Sri Lanka’s Parliament in Sri Jayewardenepura Kotte. Its open water, canals and marshes remain a working flood-retention landscape within the administrative capital.
Orientation
Diyawanna Oya is not a single promenade or a park gate. It is the wetland-water system around Sri Jayewardenepura Kotte, widely known as Parliament Lake. The Sri Lankan Parliament stands on a small island at its centre, making the water and the low, marshy land around it the defining landscape of the capital.
The catchment extends across Kotte and neighbouring local-authority areas. Its marshes, canals and lake help retain floodwater, while wetland vegetation provides habitat for indigenous plants and animals. Treat it as a living urban wetland rather than a decorative lake.
What to see
The clearest landmark is the Parliament building across the open water. Construction began on the 16-acre island in 1979 and the complex opened in 1982. Views from public roads and lakeside spaces show the deliberate contrast between the building’s formal, low-slung silhouette and the irregular edge of water, reeds and trees.
For a closer experience of the wetland itself, use Beddagana Wetland Park on the Diyawanna edge. Its boardwalks and viewing structures pass ponds, seasonally flooded grassland and scrub without taking visitors off the wet ground. Go slowly and watch the margins: herons, kingfishers, cormorants and other waterbirds use the pools and vegetation.
Choose the right access point
Pick an experience rather than trying to circle the entire water body:
- Beddagana: for marsh, boardwalks and birdwatching.
- Lakeside public spaces near Parliament: for broad water views and the Parliament skyline.
- Diyatha Uyana side: for a more developed public waterfront beside the lake.
Roads, housing, government grounds and channels interrupt continuous access. A map pin for Diyawanna Oya identifies the lake system, not one all-purpose entrance.
Access and water care
The Parliament island and premises are not casual sightseeing territory. Entry requires prior permission; visitors must arrange it in advance, and access can be restricted for security reasons. Enjoy the building from public viewpoints unless you hold permission for a visit.
Water quality is actively monitored across Diyawanna Oya. Algal blooms and other water-quality problems have been recorded, so do not treat the lake as swimming water. Stay on marked paths at wetland parks, keep noise low around birds, and carry out all litter; this is flood infrastructure as well as habitat.
